Bad Design
The problem in this situation is that there are too many traffic lights so the driver cannot see which traffic light he has to follow. In other words, the driver is confused which traffic light he has to follow.
Such a solution to this problem is reducing the number of traffic lights to three or less heads, so as to not confuse the driver. Another solution is to move the heads to different poles.
